E-Learning Platform (www.necef.in/elearn)
We have launched the first ever e-Learning platform for medical fraternity, particularly, for the benefit of the post-graduate doctors. Currently available courses are
(1) Evidence Based Medicine and
(2) Patient Safety (based on WHO Patient Safety Curriculum) knowledge of which is of immense importance to improve and deliver safer healthcare.
These courses are developed at the behest of Srimanta Sankaradeva University of Health Sciences, Assam which recommends these courses to post-graduate students as part of the curriculum. However, students from other universities and institutions are welcome to participate. These courses can also be used by practising doctors as part of their CME activities.
North East Clinical Excellence Foundation (NECEF) developed these courses which are provided free as a service to the profession. However, if a certificate of completion is required, one must complete all the assignments and pay a nominal course fee (Rs. 1000/ per course). All fees collected help to offset the cost of running the course, assisting students, and reviewing evaluations. Any surplus is invested directly back into course development and website maintenance.
Research
Now two of the active members of the foundation are recognized as PhD guides have been by the Srimanta Sankaradeva University of Health Sciences, Assam. We intend to offer guidance to prospective PhD students for carefully selected topics that are based on local problems and likely to offer practical solutions. One of our members have succeeded in attracting funding for two projects from ICMR and DBT, respectively which we proactively support as a group.

Response: There were more than 100 participants in each of these workshops conducted in Guwahati and Dibrugarh, respectively. Participants comprised of the faculty members and post graduate students of the respective medical college. The feedback from the participants has shown that the responses were satisfactory to highly satisfactory.
CME title: Interactive master class for MD Students of Microbiology

Advocacy
We continued to peruse the implementation of the WHO recommended Alcohol Handrub in the hospitals in Assam liaising with the Government. Based on the feasibility for low cost local production we have submitted last year, Government has sanctioned the first pilot project in the Gauhati Medical College Hospital, Guwahati. The copy of the sanction letter inviting submission of the formal proposal from the hospital authority is copied to us (left).
We will continue to follow up the progress as this will usher in the era of first local concerted effort to fight healthcare associated infections which is the one of the most important patient-safety issues in the hospitals of the state.
We are continuing to support clinical departments to adopt uniform policies and protocols. At our behest, the state Director of Medical Education already issued an Antibiotic Policy and asked the respective Head of the Departments of the medical colleges to adopt and implement the policy. There has been limited success so far and this year we are going to actively facilitate the departments to implement the said Antibiotic Policy.
